Suppliers May Now Apply for Tariff Exceptions

Suppliers, when you are finished closing out the month and the first half of the year, look to June 30 as when you may start applying for an exemption from Chinese tariffs on goods in List 3, which includes amplifiers.

The U.S. Trade Representative (USTR) will accept “exclusion” requests between June 30 and September 30, 2019.

Reportedly, if one supplier is able to get an exemption, others may as well.  SEMA issued a notice saying, ” If a request is granted, it will apply to all imported products within the tariff subheading, not just the company making the request.”

The List 3 group of Chinese imports covers nearly $200 billion worth of products, including in-dash car radios, amplifiers and automotive backup cameras   A 10 percent tariff on these goods went into effect last September, and was increased to 25 percent May 10 of this year.

The deadline for submitting exclusion requests for about $50 billion worth of Chinese products covered under Lists 1 and 2 has already closed.

The USTR is still reviewing Lists 1 and 2 requests, according to SEMA.  Lists 1 and 2 included navigation devices, automotive lighting, and speaker parts such as magnets, cast metal parts, plastics, rubber products, and wire. It also included CB and marine radios.

Some consumer electronics companies did receive exemptions from List 1 and 2 goods including Jasco, said the Consumer Technology Association.

JL Audio said of the exemptions, “We looked into it, but we did not get any exemptions,” according to Manville Smith.

Companies seeking exemptions on List 3 products will be asked to demonstrate that the product is available only from China, or that the  supplier has attempted to source it from the US or other countries.

Suppliers must also state whether the tariff will “cause severe economic harm to the requester.”

If granted,  the exemption would be retroactive to September, 2018.

  1. We are getting rid of anything made in China. I made a deal with a German and Korean company to import audio stuff directly. Making America great by raising tariffs is diluginal , thank you Mr. President , we the Americans are paying the price, not China.
