Bill Protects Right To Convert Cars To Racecars

A new bill has been introduced to congress that would ensure it remains legal to convert a street vehicle into a racecar used exclusively in competition.

The bill, H.R. 4715, the Recognizing the Protection of Motorsports Act of 2016 (RPM Act) would assure that converting cars to racecars for competition does not violate the Clean Air Act.

This became an issue last year, when the EPA published draft regulations that would make vehicle and engine conversions illegal, according to SEMA.

SEMA applauded the new bipartisan bill, claiming it would protect thousands of American racecar enthusiasts.

“The EPA’s new interpretation of the Clean Air Act would essentially rewrite the law and 46 years of policy and practice,” said SEMA CEO Chris Kersting. “Without congressional intervention, the racing community and racing parts manufacturers would be operating outside of that new law and could be targeted for enforcement.”

The bill was introduced by U.S. Representatives Patrick McHenry (R-NC), Henry Cuellar (D-TX), Richard Hudson (R-NC), Bill Posey (R-FL) and Lee Zeldin (R-NY).

The bill has been assigned to the House Energy and Commerce Committee for consideration. And SEMA said it will continue to work closely with congress to ensure that streetcar conversion remains legal.

The EPA proposed regulations are scheduled to be finalized this summer.
